Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping and upgradation of the Customer Facilitation Center located in Jhelum under the Islamabad Electric Supply Company Limited (IESCO). The project involves a comprehensive range of civil works including dismantling, brickwork, plastering, flooring with granite and glazed tiles, plumbing installations, electrical wiring, and installation of fixtures such as doors, windows, and aluminum partitions. The scope also covers specialized tasks like ceiling works, painting, stainless steel railings, and signage installation. The site is situated in Jhelum, Punjab, and requires adherence to high-quality standards and timely execution.
The works demand careful coordination of materials such as cement concrete, granite tiles, PVC pipes, and electrical components, ensuring compliance with technical specifications. Contractors must be prepared to manage the logistical challenges of working in a live utility environment, maintaining safety and minimizing disruption. The project requires a contractor with proven experience in similar government or semi-government projects, capable of delivering within the stipulated timeframe and budget.
Bidders must hold a valid PEC registration for 2025-26 with at least Category C-6 and specialization code CE-10. Compliance with FBR and PRA registration is mandatory, along with submission of a fresh bank balance certificate covering 50% of the estimated cost. The tender requires earnest money deposit of 4% of the estimated cost in the form of a Call Deposit Receipt (CDR). Bidders should ensure their bids are complete, responsive, and accompanied by all required documentation including performance certificates and financial statements.
The submission deadline is set for 15th April 2026, with bid opening scheduled the same day at 11:30 AM in Islamabad. Bids must be submitted electronically via the E-PADS portal, with original bid securities and printing charges submitted physically to the Executive Engineer Civil Division IESCO office in Islamabad. The office address for submission and queries is Street No.63, Sector G-8/1, Islamabad.
Pro-Tip: Carefully review the bid security requirements and ensure the additional call deposit is included if your bid is below 10% of the NIT amount. Missing this often leads to disqualification. Also, verify your PEC category and specialization codes to avoid rejection on technical grounds.
