Tender Description
Provision of 381 Security Guards and Chowkidar services is sought by the Federal Directorate of Education (FDE) in Islamabad Capital Territory. This tender focuses on securing educational institutions under FDE's jurisdiction, ensuring foolproof security across schools and colleges in Islamabad. The contract spans two years with a possible one-year extension based on performance.
The scope requires deployment of trained security personnel, preferably retired armed forces or trained civilian guards, aged 30-55, medically fit, and educated at least to middle pass. Guards will be equipped with 12 bore shotguns and necessary accessories including raincoats, umbrellas, and torches. The service provider must maintain a reserve staff for immediate replacement and ensure guards carry valid service and NADRA CNIC cards. The contract mandates daily attendance verification, monthly payments based on attendance, and strict compliance with labor laws including minimum wage and social security contributions. The provider is responsible for all training, medical examinations, and character verification of guards.
Bidders must meet stringent eligibility criteria including valid registration with government authorities, FBR active taxpayer status, Ministry of Interior license for security services, EOBI and social security registration, and a minimum average annual turnover of PKR 50 million for the last three years. Experience in providing security services to educational institutions and government or semi-government organizations is mandatory. The evaluation follows a Quality and Cost Based Selection (QCBS) method with a minimum technical score of 42 out of 70 required to qualify for financial evaluation.
Submission deadline is set for Friday, March 13, 2026 at 11:00 AM via the EPADS v2.0 online portal. Bids must be accompanied by a bid security of PKR 5 million in the form of a Call Deposit Receipt.
