Tender Description
This tender invites bids for the extension and construction of a 36-kilometer stretch of the Sindh Coastal Highway, Phase-II, from Km 11+000 to Km 47+075 in Thatto, Hyderabad. The project involves extensive civil works including embankment formation, concrete and steel reinforcement for bridges and box culverts, prestressed and post-tensioned concrete structures, and piling. The highway extension is critical for improving regional connectivity and requires specialized engineering expertise to address coastal terrain challenges and ensure structural integrity over a 36-month completion period.
Bidders must hold valid Pakistan Engineering Council registration with relevant categories and specialized codes, and demonstrate successful experience in similar large-scale infrastructure projects within the last five years. Financial strength is verified through audited reports from ICAP-registered firms, and contractors must provide a list of machinery and equipment for road and bridge construction. Compliance with Federal Board of Revenue and Sindh Revenue Board registration and active tax status is mandatory. The bid security is set at 2% of the estimated cost, submitted as Call Deposit Receipt or Scheduled Bank Guarantee.
The tender process follows the Single Stage Two Envelope procedure, requiring separate technical and financial proposals. Technical bids will be evaluated on criteria including experience, key personnel, equipment availability, methodology, work schedule, safety, and financial capability, with a total of 75 marks allocated to technical qualification. Financial bids of technically qualified firms will be opened subsequently. The lowest qualified competitive bid will be awarded the contract.
Submission deadline is set for 16 March 2026 at 12:00 PM, with bid opening on the same day. Bids must be submitted physically to the Office of the Project Director, Extension / Construction of 36-Kilometer Sindh Coastal Highway, Thatto, at the 1st Floor Chief Engineer Highways Office, Shahbaz Building, Hyderabad.
