Tender Description
This tender invites qualified contractors in Rohri, Sindh, through the Executive Engineer, Provincial Highways Division Sukkur, for the special maintenance and repair of a 1.00 km road section from Rohri Shadi Shaheed to Kandhra Road. The project falls under the Road & Infrastructure Works & Materials category and involves comprehensive road rehabilitation including base course preparation, surface dressing, asphalt concrete laying, earthwork, pavement marking, and repair of culverts. The estimated cost is PKR 50 million.
The scope includes preparing the base course with stone metal, applying two coats of surface dressing with bitumen and crushed bajri, laying a 2-inch thick asphalt concrete layer using job mixed formula approved by the Engineer Incharge, and earthwork for road embankment with bulldozer compaction. Additionally, repair works on 3-foot span culverts involve dismantling, brickwork, reinforced cement concrete, steel reinforcement fabrication, and cement plastering. The site is located in Taluka Rohri, requiring contractors to manage logistics, machinery, and skilled labor efficiently to meet the 24-month completion timeline.
Bidders must hold valid Pakistan Engineering Council registration in the relevant category (C-5, CE-01), maintain active NTN and Sindh Revenue Board registration, and comply with FBR/ATL requirements for the fiscal year 2025-26. Financial stability is essential, demonstrated by audited reports for the last five years and a minimum average annual turnover equivalent to the project cost. Bid security of 5% of the bid price in the form of a Call Deposit Receipt from a scheduled bank is mandatory. The tender follows the Single Stage Two Envelope procedure, requiring separate technical and financial proposals.
The submission deadline is on the 5th of March 2026 at 10:00 AM, with bid opening scheduled the same day at 11:00 AM at the office of the Executive Engineer, Provincial Highways Division Sukkur, Barrage Colony Sukkur. Bids must be submitted electronically via the EPADS portal (http://portalsindh.eprocure.gov.pk/). Manual submissions are not accepted. The office contact number is 071-9310108, and email xenphwdsukkur20@gmail.com.
Pro-Tip: Ensure all technical documents are properly numbered, stamped, and signed by authorized personnel. Pay special attention to the Call Deposit Receipt requirements as pay orders or bank guarantees are not acceptable and can lead to disqualification. Also, verify PEC registration validity and financial documents thoroughly to avoid common pitfalls during technical evaluation.
