Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the execution of special repair and maintenance works at the GSO Circle office building of IESCO in Islamabad. The scope covers a wide range of civil works including plaster removal, door and window repairs, flooring with granite and glazed tiles, painting, plumbing installations, electrical wiring, and installation of fixtures such as fans, lights, and distribution boards. The site is located in Sector H-8, Islamabad, requiring contractors to manage logistics and engineering challenges typical of urban office building maintenance.
The contractor must hold PEC registration renewed for 2025-26 with at least Category C-6 and specialization code CE-10. Financial capability is demonstrated by a fresh bank balance up to 50% of the estimated cost. Bidders must provide performance certificates for similar works and active registration with PRA and FBR. The tender requires earnest money of 4% of the estimated cost in the form of a Call Deposit Receipt (CDR) payable to the Executive Engineer Civil Division IESCO. Additional performance security is required if the bid is below 10% of the NIT amount.
PEC Category C-6 compliance is mandatory along with valid FBR and PRA registrations. Contractors should ensure their tax returns are up to date and maintain ATL status for the financial year 2025-26. The tender follows PPRA rules and electronic bidding procedures, emphasizing transparency and adherence to procurement regulations.
Bids must be submitted by sealed hard copy to the Executive Engineer Civil Division IESCO office at Street No.63, Sector G-8/1, Islamabad by 11:00 AM on 15th April 2026. The bid opening will follow at 11:30 AM the same day at the Chief Engineer (O&M) office, Street No. 40, Sector G/7-4, Islamabad. Late or incomplete bids will be rejected. The contract duration is 120 days from commencement.
Pro-Tip: Ensure the bid security is properly generated from the firm's own account and the original CDR is submitted before bid closing. Also, verify the printing charge payment of Rs. 2000 per tender is made in cash at the time of submission to avoid disqualification. Double-check all mandatory documents including performance certificates and PEC registration to avoid common pitfalls in responsiveness.
