Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the execution of special repair and maintenance works of the office building of the Executive Engineer Construction Division IESCO in Jhelum. The scope covers dismantling and laying of tile and marble flooring, gypsum false ceilings, laminated cupboards, plumbing fixtures including water closets and wash basins, electrical wiring, installation of fans, exhaust fans, LED lighting, aluminum door closers, and painting works. The site is located in Jhelum, Punjab, requiring careful coordination of civil, plumbing, and electrical works to ensure minimal disruption and adherence to quality standards.
The contractor must hold PEC registration renewed for 2025-26 with at least Category C-6 and specialization code CE-10. The firm should have a proven track record of similar works with government or semi-government organizations, supported by work orders and completion certificates. Financially, bidders must provide a fresh bank balance statement showing at least 50% of the estimated cost and submit bid security in the form of a Call Deposit Receipt (CDR) equal to 4% of the estimated cost. Additional performance security is required if the bid is more than 10% below the NIT amount.
Bidders should ensure compliance with FBR and PRA registrations and maintain active tax status. The tender follows a single stage, single envelope bidding procedure under PPRA rules. The contract includes a one-year defect liability period and requires submission of a detailed bar chart programme within 14 days of commencement. Payment terms include 95% payment upon completion certificate issuance and 5% retention payable after defect liability.
The submission deadline is set for 11:00 AM on 15th April 2026, with bid opening at 11:30 AM the same day at IESCO office, Sector G/7-4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security and printing charges submitted physically to the Executive Engineer Civil Division IESCO, Sector G-8/1, Islamabad.
