Tender Description
This tender invites bids for the construction of a specialized outdoor synthetic sports arena located in Qasimabad, Hyderabad, under the Sports & Youth Affairs Department, Government of Sindh. The project involves civil works including construction of toe walls, RCC drains, seating steps, toilet blocks, and installation of synthetic futsal ground and jogging tracks. The scope also covers supply and fixing of imported fish net fiber, LED lighting, MS tabulator poles, synthetic football turf, and moveable football goal posts. The site demands high-quality materials such as European or USA brand synthetic jogging tracks with SBR and EPDM layers, ensuring durability and performance for multi-sport use. The engineering challenges include precise installation of synthetic surfaces and electrical fittings in compliance with the department's specifications and standards.
Bidders must hold valid Pakistan Engineering Council registration in category C-5 or above, be registered with Sindh Revenue Board, and be on the Active Taxpayer List of FBR. Financially, bidders should demonstrate an average annual turnover not less than the estimated cost over the last five years and have completed similar works of at least 80% of the estimated cost or two works each of 50%. Joint ventures are not allowed. Compliance with PEC categories, FBR/ATL status, and submission of audited financial reports and affidavits on non-blacklisting are mandatory.
The submission deadline is set for 05 March 2026 at 1:00 PM, with bid opening at 2:00 PM the same day in Karachi. Bids must be submitted online via the EPADS portal, accompanied by a 5% bid security in the form of Call Deposit Receipt or Bank Guarantee. Original bid security must be delivered physically to the Executive Engineer (Civil) at the Sports & Youth Affairs Department office in Karachi before the deadline.
