Tender Description
This tender issued by the Ministry of Science and Technology (MoST) Islamabad invites reputed firms, organizations, joint ventures, or consortia to conduct a comprehensive third-party audit and review of the Pakistan Standards and Quality Control Authority (PSQCA). The assignment focuses on evaluating PSQCA's legal, operational, institutional, technical, and human resource frameworks, including detailed audits of its units and laboratories across Islamabad. The scope covers assessment of quality control infrastructure, certification marks schemes, accreditation status, financial viability, and alignment with international standards. The review will also analyze stakeholder satisfaction, operational efficiency, and propose actionable reforms for digitalization, business process re-engineering, and KPI-based performance management.
The consultancy requires firms with a minimum of five years' experience in auditing public sector or scientific organizations, registered with SECP and FBR, and listed on the Active Taxpayer List (ATL). The evaluation criteria emphasize relevant experience, technical expertise, methodology, and financial strength. The contract duration is three months, with deliverables including inception reports, baseline assessments, governance reviews, operational and HR assessments, financial sustainability analysis, and a final evaluation report. The firm must submit bids electronically via EPADS 2.0 before the deadline.
Bidders should ensure compliance with PEC categories, maintain valid FBR registration, and meet 2025-26 tax and regulatory requirements. The bid security is 2% of the bid value, and a performance bond of 10% of the contract value is required upon award. The tender follows PPRA Rules 2004 and mandates strict adherence to anti-corruption and conflict of interest policies.
