Tender Description
This tender invites bids for the up-gradation of the mineral water setup at PCSIR Laboratories Complex in Peshawar, issued by the Pakistan Council of Scientific & Industrial Research (PCSIR), Head Office Islamabad. The procurement falls under Medical & Surgical Supplies and Construction & Civil Works Materials categories, reflecting the technical and infrastructural nature of the project.
The project involves modernizing the existing mineral water system at the PCSIR Laboratories Complex, Peshawar. This includes upgrading equipment and infrastructure to ensure compliance with current standards and improve operational efficiency. The site's location in Peshawar presents logistical considerations, including the need for durable materials suited to local conditions and adherence to safety and quality standards. The engineering challenges include integrating new technology with existing systems while minimizing downtime.
Bidders must be registered manufacturers, sole agents, authorized dealers, suppliers, or government contractors with valid Income Tax and Sales Tax registration and must appear on the Active Taxpayer List of FBR. Compliance with PEC categories relevant to the works is advised, along with ensuring all documentation such as Earnest Money in the form of a Call Deposit Receipt (CDR) is prepared. For the financial year 2025-26, all bidders should verify their FBR/ATL status to avoid disqualification.
The submission deadline is set for 06 April 2026 at 11:00 AM, with electronic bids to be submitted via the EPADS portal (www.eprocure.gov.pk). Additionally, bidders must submit one hard copy each of the technical and financial bids in sealed envelopes to the PCSIR Head Office, 1-Constitution Avenue, G-5/2, Islamabad. Bid opening will occur 30 minutes after closing at the PCSIR Head Office.
Pro-Tip: Ensure the Earnest Money is submitted as a bank draft or CDR in favor of The Director General PCSIR Laboratories Complex, Peshawar, as missing or incorrect Earnest Money submissions are a common cause for bid rejection. Also, carefully review the EPADS portal for any addenda or clarifications before submission.
