Tender Description
This tender invites qualified contractors to undertake the upgradation works on all stations of the BRT Orange Line Corridor in Karachi under the Sindh Mass Transit Authority, Transport and Mass Transit Department, Government of Sindh. The project involves comprehensive civil works including surface preparation, painting, installation of fencing, and other structural improvements across multiple stations. The scope demands expertise in handling materials such as epoxy paints, weather coats, and synthetic enamels, ensuring durability and compliance with relevant ASTM standards. The site is located in Karachi, requiring contractors to manage logistical challenges typical of urban infrastructure projects, including coordination with local authorities and adherence to safety protocols.
Contractors must be registered with the Pakistan Engineering Council (PEC) in category C-4 or above with specialization codes CE-10 and CE-01. The tender emphasizes financial stability, requiring audited balance sheets for the last five years and proven experience in similar projects with minimum contract values of PKR 60 to 90 million. Compliance with FBR tax registration and Sindh Sales Tax on Construction Services is mandatory. The tender also requires submission of an Integrity Pact and adherence to the 2025-26 fiscal year regulations.
Bidders should prepare their technical and financial bids in separate sealed envelopes as per the Single Stage Two Envelopes procedure. The submission deadline is **February 29, 2026**, with bids to be delivered by hand or courier to the Director Infrastructure & Planning at the Sindh Mass Transit Authority office in Clifton, Karachi. The technical bids will be opened first, followed by financial bids of only those technically qualified. All bids must include a bid security of PKR 1.5 million in the form of a pay order or bank guarantee.
Pro-Tip: Ensure all documents, especially the PEC registration and audited financial statements, are complete and up to date. Missing or incomplete affidavits or failure to comply with the bid submission format can lead to disqualification. Also, carefully review the newspaper advertisement for any specific stamp duty or bid security instructions that are often overlooked.
