Tender Description
This tender invites bids from original manufacturers, authorized distributors, suppliers, and contractors registered with Income Tax and Sales Tax Departments for supplying various materials to Pakistan Railways Carriage Factory in Islamabad. The procurement covers a wide range of items including flap discs, conservancy works materials, granular cork, LED lights, cable markers, aluminum frames, brake cylinders, manganese steel liners, batteries, adhesives, transformer repair parts, cotton ropes, leather gloves, air diffusers, PVC cable ducts, rivets, metal carbide tips, special section channels, packing materials, laptop computers, and overhead travelling crane repair components.
The materials will be used at the Carriage Factory located in Sector I-11/4, L.J. Principal Road, Islamabad. The scope demands quality supplies suitable for industrial and electrical applications, requiring suppliers to ensure compliance with technical specifications and durability standards. The factory's location in Islamabad means bidders should consider logistics and timely delivery to meet operational schedules.
Bidders must hold valid PEC registration and be on the Active Taxpayers List of the Federal Board of Revenue. For the financial year 2025-26, it is advisable to ensure all tax and regulatory compliances are up to date, including submission of Earnest Money in the form of Call Deposit Receipt (CDR) as per tender requirements. This will help avoid disqualification during the technical evaluation phase.
The submission deadline is set for 12:00 PM on 16th February 2026, with bid opening scheduled immediately after. Bids must be submitted electronically through the E-Pak Acquisition and Disposal System (EPADS) portal. Physical submissions or bids through other means will not be accepted. The office of the District Controller of Purchase at the Carriage Factory Islamabad is the point of contact for any clarifications.
Pro-Tip: Make sure to carefully review the EPADS portal for any addenda or clarifications issued after the initial advertisement. Also, verify the Earnest Money requirements and ensure the Call Deposit Receipt is valid and properly documented to avoid common pitfalls during bid evaluation.
