Tender Description
This tender invites bids from qualified firms for the hiring of vehicles to support the operation and maintenance of a 132 KV Double Circuit transmission line running from Sindh Nooriabad Power Company to K-Electric KDA Grid Station in Karachi. The scope includes provision of medium and heavy-duty trucks and 4x4 double cabin Hilux vehicles, all to be available 24/7 for continuous service. The vehicles must be 2025 model or newer, fully insured, and compliant with all legal requirements. Drivers must hold valid licenses and maintain operational mobile phones. The contractor will be responsible for all liabilities arising from vehicle operations including accidents and legal issues. The contract duration is initially one year, extendable up to four years based on performance and mutual consent.
The transmission line spans approximately 95.47 km, requiring vehicles capable of navigating diverse terrain along the route. Bidders are advised to conduct site surveys to assess land profiles before quoting. The contract demands strict adherence to technical specifications and continuous availability of vehicles and drivers at the STDC site premises. Replacement vehicles must be provided immediately in case of breakdowns or accidents to ensure uninterrupted service.
Bidders must be registered with relevant tax authorities and be on the Active Taxpayer List. The bid security is 2% of the estimated contract value, amounting to PKR 660,000. The evaluation will consider technical capacity, financial strength, and experience in vehicle service provision. The lowest financial bid among qualified bidders will be selected. Submission and opening of bids will occur on February 26, 2026, via the SPPRA EPAD Portal.
Ensure compliance with PEC categories and maintain FBR/ATL status for the 2025-26 financial year. The bid must include all costs such as fuel, maintenance, taxes, insurance, and driver salaries. The contract includes a performance security of 3% of the contract price. Late submissions or incomplete bids will be rejected. The contract is subject to Sindh Public Procurement Rules 2010 and includes an integrity pact to prevent corrupt practices.
