Tender Description
This tender invites qualified firms in Karachi to provide comprehensive operations, maintenance, and connectivity services for the Sindh Police's video security and surveillance system. The project covers the Command & Control Centres at CPO, Civic Centre, DIG South Office-DR Site, and multiple field sites. The scope includes hardware and software upkeep, civil works, connectivity maintenance, and 24/7 operational support for cameras, data centers, control rooms, and network infrastructure.
The work involves maintaining pole sites with CCTV cameras, UPS, batteries, switches, and wiring, alongside data center upkeep including servers, storage, air conditioning, and power backup systems. Connectivity maintenance requires provision and upkeep of fiber optic links with redundancy and minimum bandwidth guarantees. The project demands technical engineering staff for continuous support, including data center engineers, network engineers, CCTV engineers, technicians, and software developers. The bidder must ensure repair or replacement of faulty equipment, including PTZ and fixed cameras, with specified models for compatibility.
Bidders must be registered with PEC Category C-2 or above, FBR, and Sindh Revenue Board, and hold valid PTA licenses. ISO 9001 certification and a fully operational Karachi office are mandatory. The tender requires compliance with SPPRA 2010 rules, submission of bid security, and adherence to evaluation criteria including company profile, experience, financial strength, and key personnel qualifications. The contract is for one year, extendable for two more years based on performance.
Submission deadline is on the 31st of March 2026 at 12:00 PM, with technical bids opening at 3:00 PM the same day at the DIGP IT office, Central Police Office, I.I. Chundrigar Road, Karachi. Bidders must submit sealed technical and financial proposals both physically and via the SPPRA EPAD portal. The address for submission and inquiries is DIGP IT, Sindh Police, Central Police Office, Karachi.
Pro-Tip: Ensure your bid includes a detailed connectivity plan and survey report, and verify all mandatory documents including PEC registration, tax certificates, and ISO certifications. Missing or incomplete documentation often leads to disqualification. Also, carefully review the penalty clauses related to HR availability and service level agreements to avoid financial penalties.
