Tender Description
This tender invites bids for water proofing work at the roof of the Old Circulation Library located at NED University, Karachi. The Procurement Cell of NED University is overseeing this project under the Construction & Civil Works Materials category. The scope involves specialized water proofing treatments to protect the roof structure from water ingress and damage, ensuring longevity and structural integrity. The site is situated in Karachi, requiring materials and workmanship suitable for the local climate and environmental conditions. The work demands adherence to engineering standards and careful execution to avoid disruption to university operations.
The project requires contractors registered with the Pakistan Engineering Council (PEC) in category C-6 or above, with relevant specialized codes such as CE10 and ME-07. Bidders must demonstrate at least three years of experience in similar works, supported by documentary evidence. Financial stability is essential, with an average turnover of no less than PKR 2 million per year over the last three years, verified through audited financial statements and online annual returns submitted to FBR. Registration with Sindh Revenue Board and active tax status are mandatory.
For compliance, bidders should ensure their PEC registration matches the required categories and maintain an active FBR/ATL status for the fiscal year 2025-26. Affidavits on non-judicial stamp paper confirming no litigation or blacklisting history are required. Bid security of 2.5% of the bid cost must be submitted as a pay order in favor of the Director Finance, NED University. The contract includes a 45-day completion period and a 12-month maintenance period.
Bids must be submitted electronically through the EPADS portal by the deadline of 10th February 2026, with bid opening scheduled the same day at 10:30 AM. The physical bid security pay order must reach the Deputy Director Procurement office before bid opening. The university's Procurement Cell is located at Main University Road, Karachi, and can be contacted via phone at 99261261-68 ext. 2471 or 2220.
Pro-Tip: Carefully review the bid documents for the exact PEC codes and ensure all pages are signed and stamped. Missing or ambiguous specifications, especially regarding brand names and quality standards, can lead to bid rejection. Also, verify your bid's appearance on the EPADS bid opening list to avoid disqualification due to submission errors.
