Tender Description
This tender invites bids for the supply of 450 units of 100 KVA Distribution Transformers to Hyderabad Electric Supply Company (HESCO) in Hyderabad, Sindh. The procurement falls under the Power, Electrical & Solar Equipment category and is planned for the financial year 2025-26. HESCO requires these transformers to be manufactured strictly according to NTDC Specification No. DDS-84:2020 (amended to date) and delivered on a Free Consignee Stores (FCS) basis to Regional Store HESCO Hyderabad, MCPL Workshop Jamshoro, and Nawabshah. The supplier will be responsible for unloading the goods at the consignee locations. The delivery period is 120 days from the date of purchase order issuance.
The transformers must meet stringent technical specifications including prototype approval from the Chief Engineer (S&S) NTDC Lahore if applicable. The manufacturer must have a proven track record with at least two contracts of similar nature completed in the last five years and demonstrate adequate manufacturing capacity. Inspection and testing will be conducted jointly by HESCO and PPMC representatives at the manufacturer's premises before shipment. The supplier must provide a performance security of 5% of the total contract price and warranty coverage for 24 months from the date of supply completion. Any defective goods must be replaced or repaired within 45 days at the supplier's cost including transportation.
Bidders must be registered manufacturers prequalified with HESCO, DISCOs, NTDC, or PPMC, registered with FBR, and on the Active Taxpayers List. The bidding process follows the Public Procurement Rule 36(a) Single Stage One Envelope procedure. Bid security of PKR 5,000,000 is mandatory. Prices must be quoted in Pakistani Rupees and remain firm throughout the contract. Payment will be made within 30 days after submission of complete documents including inspection certificates and delivery challans.
The submission deadline is **19th February 2026 at 11:00 a.m.** with bid opening at 11:30 a.m. at HESCO's office in Wapda Offices Complex, Hussainabad, Hyderabad. Bids must be submitted electronically on EPADS with a hard copy delivered to the Manager Material Management office. The contract includes provisions for liquidated damages at 2% per month up to 10% of the contract price for delayed delivery. Arbitration will be conducted in Hyderabad under Pakistani law.
