Tender Description
This tender invites qualified suppliers to provide 470 Class Sailing Boats for Racing to the Directorate of Procurement (Navy) in Islamabad. The procurement falls under Vehicles & Auto Parts category, focusing on specialized marine racing boats. The department requires four complete ready-to-sail 470 class boats including hulls, sails, masts, rudders, and all relevant accessories. These boats must meet the latest version specifications and include OEM Certificates of Conformity from M/s Mackay Boats Ltd, New Zealand.
The supply involves delivering brand new, certified boats with all technical documentation such as measurement certificates, OEM conformance certificates, and test reports. The boats will be inspected by the Chief Inspector of Naval Stores (CINS) and must comply with strict quality and warranty standards. Delivery is expected within six months, with payment terms of 80% on shipment and 20% on issuance of CRV. The procurement process follows PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPPI-35 Revised 2019).
Bidders must be registered with DGDP or willing to register, and only firms on the Active Taxpayers List (ATL) of FBR are eligible. PEC category and FBR compliance are critical; firms should ensure valid NTN, sales tax, and income tax certificates accompany their bids. Earnest money in the form of a Call Deposit Receipt (CDR) is mandatory, with amounts varying by firm registration status. Technical and commercial offers must be submitted in separate sealed envelopes as per the two-envelope procedure.
The submission deadline is set for 07 April 2026 at 10:30 AM, with technical bids opening at 11:00 AM the same day. Offers must be delivered physically to the Directorate of Procurement (Navy) at Bahria Gate, Naval Residential Complex, E-8, Islamabad. Late submissions will be rejected without exception.
