Tender Description
This tender invites reputable international accreditation and certification bodies to provide accreditation services for STEVTA institutes across Sindh, with a focus on Karachi. The Sindh Technical Education and Vocational Training Authority (STEVTA) seeks to enhance the quality and international recognition of its vocational training institutes by engaging bodies such as APACC, City & Guilds, Pearson, and TUV Rhineland. The scope includes accreditation of multiple government vocational and polytechnic institutes, ensuring compliance with international standards to facilitate global employment opportunities for Sindh's youth.
The accreditation process involves detailed evaluation of institutes' training delivery, infrastructure, and program quality. Bidders must demonstrate extensive experience, active accreditation portfolios, and financial stability. The work will be coordinated from STEVTA headquarters in Karachi, requiring bidders to navigate regulatory and procedural requirements under Sindh Public Procurement Rules 2010 (amended 2019). The technical evaluation emphasizes years in business, number of accredited institutes and programs, financial turnover, and global outreach.
Bidders should ensure valid PEC registration in the relevant consultancy category and maintain active FBR/ATL status for the fiscal year 2025-26. The bid security is 5% of the quoted bid, submitted as a Call Deposit Receipt in favor of STEVTA. The bid document fee is PKR 2,000 non-refundable. Compliance with all bidding instructions, including submission of original bid documents and supporting credentials, is mandatory to avoid disqualification.
The submission deadline is set for 6th February 2026 at 03:15 p.m., with bid opening at 03:30 p.m. in the Committee Room at STEVTA HQ, Street-19, Block-6, Gulshan-e-Iqbal, Karachi. Bids must be uploaded on the EPADS portal and physical documents submitted as per instructions. Late or incomplete bids will be rejected.
Pro-Tip: Carefully review the technical evaluation criteria and ensure all required documentation is complete and properly signed. Missing the 5% bid security or incorrect bid form completion are common pitfalls leading to rejection. Also, verify the bid submission on EPADS well before the deadline to avoid last-minute technical issues.
