Tender Description
This tender invites bids for the supply of All-in-One Desktop Computers and Laptops to Pakistan Railways, Directorate of Information Technology, Lahore. The procurement covers 167 All-in-One desktops with Intel Core i5 13th generation processors and 73 laptops with Intel Core i7 13th generation processors, both equipped with 16GB RAM, 512GB NVMe storage, and pre-installed licensed Windows OS and Microsoft Office 2016. The delivery location is the Pakistan Railways IT Directorate Headquarters in Lahore.
The procurement follows the Single Stage β Two Envelope bidding procedure under PPRA Rules 2004. Bidders must be registered with SECP or Registrar of Firms, have at least 10 years of relevant experience, and be active taxpayers. A bid security of PKR 1,000,000 in the form of CDR or bank guarantee is mandatory. The technical evaluation requires a minimum 65% score, focusing on firm registration, OEM authorization, experience, financial strength, local presence, technical staff, and SLA compliance. Warranty periods are 3 years for desktops and 1 year for laptops, with onsite support and 24-hour replacement service.
Bidders should ensure PEC category compliance and maintain active tax status on the FBR ATL for 2025-26. The bid validity is 120 days, and performance guarantees of 10% of the bid price must be submitted within 14 days of award. Payment will be made in PKR after delivery and acceptance by the Pakistan Railways committee.
The submission deadline is on the 23rd of January 2026 at 11:00 AM, with public bid opening at 11:30 AM in the Directorate of IT conference room, Empress Road, Lahore. Hard copies of bids and bid security must be physically submitted before closing, while scanned copies are uploaded via the EPADS online portal.
