Tender Description
This tender invites bids for an annual contract to manage lighting arrangements at various Karachi Metropolitan Corporation buildings during different occasions in Karachi. The contract includes installation of poles, solar lights, decoration/fairy lights, RGB flood lights, LED street lights, and associated wiring on a rental basis. The scope covers multiple locations including Baba Island, Bhit Island, and Salehabad Island in District Keamari. The Engineering Department of KMC requires experienced firms with valid PEC registration in category C-6 (EE-06) or above, active tax status, and a proven track record of similar works executed in the last five years. The contract demands compliance with technical specifications, including use of high-quality LED and solar lighting equipment, and adherence to safety and performance standards.
Bidders must ensure their bids are complete, signed, and accompanied by a 2% bid security of the quoted amount (not exceeding 5% of the estimated cost). The bid validity period is 90 days, and the contract includes a security deposit of 10% of the total cost. The contract will be awarded based on the lowest evaluated bid that meets all eligibility and technical criteria. The contract period aligns with the financial year 2025-26.
PEC registration in the relevant category is mandatory, along with NTN and Sindh Revenue Board registration. Firms must also hold a valid Electric Contractors License from the Electrical Inspector, Government of Sindh. Financial soundness is verified through bank statements showing minimum annual turnover equal to the estimated cost. The tender process is conducted online via the EPADS system, with physical submission of bid security and tender cost pay orders at the KMC Engineering Department office.
The submission deadline is 20th January 2026 at 2:00 PM, with bid opening at 2:15 PM the same day at the Office of Superintending Engineer (E&M), 512 J.M New M.A. Jinnah Road, Gurumandir, Karachi. Bidders should prepare their technical and financial bids carefully, ensuring all corrections are initialed and all documents are complete. The contract includes liquidated damages of PKR 3,000 per day for late completion.
Pro-Tip: Make sure to carefully review the bid security and tender cost submission requirements, as failure to submit the physical pay orders along with online bids will lead to rejection. Also, verify the firm's PEC category and tax status to avoid disqualification during technical evaluation.
