Tender Description
This tender invites qualified contractors in Umerkot to undertake the construction of brick pavements and cement concrete (CC) roads across multiple villages within the district. The District Council Umerkot requires experienced firms registered with the Pakistan Engineering Council (PEC) to execute these infrastructure improvements under the Single Stage – One Envelope procurement method. The scope includes earthworks, brick paving with sand grouting, and CC road construction, ensuring durable and quality surfaces for local communities. The projects are spread across various Union Councils, demanding careful planning and resource allocation to meet the 12-month completion timeline.
The works involve excavation, compaction, carriage of materials, and laying of bricks and concrete as per the detailed bill of quantities. Contractors must be prepared to manage logistics in rural settings, ensuring timely delivery of materials and skilled labor. The engineering challenges include maintaining proper camber and compaction for longevity, as well as coordinating with local authorities for site access and approvals. The tender emphasizes adherence to technical specifications and quality standards to enhance the district's road infrastructure.
Bidders must hold a valid PEC registration for the 2025-26 fiscal year, be active on the Federal Board of Revenue's Active Taxpayer List (ATL), and registered with the Sindh Revenue Board (SRB). Submission of earnest money equal to 5% of the estimated cost and a non-refundable tender fee of Rs. 3,000 is mandatory. Firms should also provide evidence of financial capacity, technical staff, and relevant experience. Compliance with all statutory obligations and submission of an affidavit on E-Stamp paper regarding litigation and blacklisting status is required.
The submission deadline is set for 16-04-2026 at 11:00 AM, with bid opening scheduled the same day at 12:00 Noon at the District Council Umerkot office located at Soriah Badshah Complex near Teen Talwar Chowk. Bids must be submitted electronically via the E-Pak Acquisition & Disposal System (E-PADS), accompanied by scanned copies of tender fee and bid security. Original instruments must be delivered in sealed envelopes prior to bid opening.
Pro-Tip: Ensure all bid documents, especially the bid security and tender fee, are submitted both electronically and in original form before the deadline. Missing or incomplete bid security submissions are a common cause for disqualification. Also, carefully review the PEC category requirements and provide all mandatory qualification documents to avoid rejection during technical evaluation.
