Tender Description
This tender invites qualified bidders in Quetta from the Metropolitan Corporation Quetta for outsourcing the construction, operation, and maintenance of bus stop waiting areas across approximately 100 locations in the city including the Central Business District. The project involves establishing waiting area facilities that meet local council property rules and operational standards.
The scope requires bidders to submit detailed plans covering establishment, operations, and maintenance of the waiting areas. The contract term is fifteen years with a possible extension of ten years. Bidders must demonstrate prior experience in public utility operations and provide financial stability with minimum annual turnover and net worth of PKR 100 million. The project demands careful planning for infrastructure investment, expected revenue, and ongoing maintenance in Quettaβs urban environment.
Bidders should ensure compliance with Federal Board of Revenue (FBR) registration and Balochistan Revenue Authority (BRA) requirements. The tender mandates submission of a refundable financial bid security of 2% of the total proposed investment. Annual net profit sharing with MCQ is required, and bids quoting below the reserve threshold will be rejected. The tender also requires a performance security deposit of 5% of the quoted investment.
Submission deadline is set for 11:00 AM on 3rd February 2026, with technical bids opening the same day at 12:00 PM at the office of the Administrator, Metropolitan Corporation Quetta. Bidders must submit bids in two separate envelopes clearly marked Technical Proposal and Financial Proposal. The office is located in Quetta city.
Pro-Tip: Make sure to carefully review the financial bid section for the minimum net profit sharing threshold and ensure your bid security and performance security are correctly calculated and submitted to avoid disqualification.
