This tender invites qualified consulting firms to provide expert consultancy services for developing a comprehensive Compensation and Benefits Framework for the Pakistan Digital Authority (PDA) based in Islamabad. Bidders must ensure compliance with mandatory eligibility criteria including valid registration with SECP or registrar of firms, active taxpayer status with FBR, no blacklisting, and relevant experience in HR consultancy with a focus on compensation frameworks for technology and public sectors. The lead expert should hold recognized HR certifications and have experience with multinational corporations. The evaluation will be based on firm profile, financial strength, relevant experience, database capabilities, and qualifications of the lead expert.
Proposals must be submitted electronically via the e-Pak Acquisition & Disposal System (e-PADS) by the deadline of 20th March 2026 at 10:30 AM, with technical proposals opened at 11:00 AM the same day. The procurement method follows the Least Cost Selection procedure, and contract negotiations will occur within seven working days of the Letter of Intent issuance.
