Tender Description
This tender invites experienced contractors to undertake multiple civil works projects across various villages in Thatta District, Sindh. The Public Health Engineering Division Thatta requires construction of bridges, culverts, drainage schemes, water supply systems, and solar street lighting installations. The scope includes earthworks, cement concrete paving, masonry, RCC works, and installation of solar systems. The projects are spread across Taluka Thatta, Mirpur Sakro, Ghorabari, and other localities, demanding careful site management and adherence to engineering standards.
Contractors must be registered with the Pakistan Engineering Council (PEC) in categories C-5 and C-6 with relevant specialization codes CE-09, CE-10, and EE-11 for electrical works. The works require compliance with PEC renewal limits valid through June 2026. Financial capacity must reflect an annual turnover of at least 80% of the estimated cost, supported by audited reports from ICAP-registered firms. Tax registration with FBR and Sindh Revenue Board with active taxpayer status is mandatory. Bidders should have proven experience in similar water and sewerage projects executed in the last five years.
The tender follows the Sindh Public Procurement Regulatory Authority (SPPRA) rules with a bid validity of 360 days. Earnest money is set at 5% of the estimated cost, and a tender fee of PKR 3,000 applies. The contract duration is 12 months with liquidated damages of 0.05% per day for delays, capped at 10% of the contract value. The bid submission and opening will be conducted electronically via the EPADS portal, with physical bids not accepted.
Bidders must submit technical and financial proposals in two envelopes, ensuring all documents are attested and stamped. The original tender fee and bid security instruments must be delivered before the deadline. The bid opening will occur on 4th March 2026 at 1:00 PM at the Executive Engineer Public Health Engineering Division Thatta office. The office is located near Session Court & SP Office Makli, District Thatta.
Pro-Tip: Carefully review the PEC category requirements and ensure all supporting documents, including CVs of technical staff and financial statements, are complete and attested. Missing or incomplete documentation is a common cause for disqualification. Also, verify the EPADS registration and submission process well in advance to avoid last-minute technical issues.
