Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) for the year 2025-26 to undertake construction and erection works related to 132KV and 66KV transmission line foundations and stringing in Faisalabad and Jhang. The scope includes building tower and pole pile foundations, transportation, shifting, dismantling, erection, and stringing of transmission lines at multiple locations such as Jaranwala Road to Scarp Colony Satiana and Judicial Complex Jhang. The works require specialized PEC categories CE-10 and EE-05, reflecting the technical expertise needed for high-voltage electrical infrastructure.
The projects involve significant civil and electrical engineering challenges, including foundation construction on varied terrain and ensuring structural stability for high-voltage lines. The sites in Faisalabad and Jhang demand careful planning to minimize disruption and ensure safety during erection and stringing activities. Contractors must be familiar with the technical specifications and safety standards applicable to power transmission infrastructure.
Bidders must hold a valid PEC registration with the required specialization codes and be on the Active Taxpayer List (ATL). They should have completed at least two similar contracts within the last ten years with a combined value exceeding 40% of the estimated cost. Financial soundness is essential, with an average annual turnover of at least half the contract value and cash or equivalents equal to 10% of the contract. Bid security of 5% of the BOQ amount is mandatory, and all documents must comply with FBR and Punjab Revenue Authority registration requirements.
The submission deadline is on the 20th of January 2026, with technical bids opening at 11:30 AM and financial bids at 1:30 PM at the office of the Project Director GSC FESCO Faisalabad. Bidders must submit original bid security in a sealed envelope one day before the bid opening. The tender follows a single stage, single envelope bidding procedure via the E-PADS online portal.
Pro-Tip: Ensure the original bid security instrument is submitted physically before the online deadline to avoid disqualification. Also, carefully verify the PEC specialization codes and financial documents to meet all eligibility criteria and avoid common pitfalls during bid evaluation.
