Tender Description
This tender invites qualified contractors in Karachi to undertake the construction and rehabilitation of the road and storm water drainage system at I.B Soomro Road, Maymar. Issued by the Karachi Development Authority, the project covers extensive civil works including earth excavation, sub-base preparation, asphalt laying, reinforced concrete drainage, and ancillary electrical and water supply installations. The scope demands expertise in road infrastructure, drainage engineering, and electrical works, with a total estimated cost of PKR 1.196 billion.
The project requires contractors to mobilize modern construction equipment such as asphalt pavers, batching plants, excavators, and vibratory rollers. The site is located in a busy urban area of Karachi, necessitating careful traffic management and protection of existing utilities. Contractors must ensure compliance with Pakistan Engineering Council (PEC) registration in category C-1 or above with relevant specialization codes, and be on the Active Taxpayer List (ATL) of FBR and Sindh Revenue Board. The tender emphasizes adherence to quality standards, safety protocols, and environmental protection measures throughout the construction period.
Bidders should prepare detailed technical and financial proposals, including a construction schedule, equipment list, and qualified personnel CVs. The bid security and earnest money must be submitted from the company's own account. The contract includes a 24-month completion period with a 12-month defect liability period. Performance security of 5% of the contract price is required, and mobilization advance up to 10% is available against bank guarantee. The tender follows the Sindh Public Procurement Rules 2010 and requires an integrity pact on e-stamp paper.
The submission deadline is set for 14th November 2025 at 23:59:59, with bids to be submitted in sealed envelopes to the Karachi Development Authority's Engineering Department. The technical bids will be opened first, followed by financial bids of technically qualified contractors. The physical address for submission and opening will be provided in the bidding documents.
Pro-Tip: Ensure all bid documents are signed and stamped on every page, and carefully check the newspaper advertisement for any specific stamp duty or earnest money requirements which are often overlooked. Also, verify PEC registration category and ATL status before submission to avoid disqualification.
