Tender Description
This tender invites firms to provide consultancy services for design and resident engineering supervision of construction works across multiple cities including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Ormara, Turbat, Sakrand, Hyderabad, Multan, Taxila, and Kamra. The Military Engineer Services requires experienced firms to support these projects with technical expertise in construction, electrical, mechanical, and plumbing disciplines.
The scope involves detailed design and supervision to ensure quality and compliance with engineering standards. Firms must demonstrate prior experience with similar works, supported by work orders, completion certificates, and relevant personnel details. The projects span diverse geographic locations, each presenting unique engineering challenges such as varied terrain and climatic conditions, requiring adaptive and robust consultancy solutions.
Applicants must be enlisted with the Pakistan Engineering Council (PEC) in Category C-2 or above, valid until June 2026, and preferably enlisted with MES in Category A. Firms should be pre-qualified with the Engineer-in-Chief's Branch, GHQ Rawalpindi, and free from any special reports or outstanding recoveries. Compliance with FBR and ATL requirements for the financial year 2025-26 is essential to ensure eligibility and smooth processing.
The submission deadline is set for 12 March 2026 at 1130 hours, with bid opening at 1200 hours on the same day. Applications must be submitted physically at the E-in-C's Branch, Gate No 7, GHQ Rawalpindi. Incomplete applications will not be entertained, so attention to detail is critical.
Pro-Tip: Ensure your firm's PEC enlistment and MES category are up to date and include a refundable 2% bid security if not enlisted with MES Category A. Also, verify the Call Deposit Receipt (CDR) requirements carefully to avoid disqualification.
