This consultancy opportunity in Islamabad by Pakistan Virtual Assets Regulatory Authority (PVARA) seeks expert support for building a robust virtual assets regulatory ecosystem. The assignment focuses on operationalizing PVARA's mandate through drafting legal frameworks, implementing supervisory guidelines, and enabling technology-driven supervision aligned with international standards.
The consultant will advise on regulatory rulebooks, licensing, and supervisory functions covering exchanges, custodians, and service providers. The role includes ecosystem development, stakeholder engagement, capacity building, and strategic advisory support to senior leadership. The work demands familiarity with blockchain, regtech tools, and global regulatory frameworks such as FATF and IOSCO.
Applicants must be registered with FBR for at least three years, demonstrate relevant experience in digital asset regulation, and provide documentary proof of past assignments. Compliance with PEC and FBR requirements for FY 2025-26 is essential. The consultant must submit a Proposal Securing Declaration and meet all eligibility criteria to avoid disqualification.
