Tender Description
This tender invites qualified Custom Clearing and Forwarding Agents to manage the clearance of imported consignments and goods at seaports and airports in Karachi, Lahore, and Islamabad. Issued by Pakistan Water and Power Development Authority (WAPDA) in Karachi, this opportunity focuses on logistics services essential for handling heavy machinery, power plant equipment, transformers, and spare parts. The contract spans two years from 2026 to 2028, requiring agents with a valid customs license and at least five years of experience in clearing heavy and specialized equipment. Bidders must be registered with Income and Sales Tax departments and appear on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR). The procurement follows a Single Stage Two Envelopes Procedure under the Quality Cost Based Selection Method (QCBS), ensuring a balanced evaluation of technical and financial bids.
Participants should ensure their PEC category aligns with service provision standards and maintain up-to-date FBR/ATL status for the fiscal year 2025-26. It is advisable to prepare the bid security of PKR 200,000 in the form of a Pay Order or Call Deposit Receipt (CDR) from a scheduled bank, payable to the Chief Resident Representative WAPDA. This bid security must be uploaded electronically and the original submitted physically before the deadline.
The submission deadline is set for Monday, 9th February 2026 at 12:00 PM, with bid opening scheduled at 12:30 PM the same day. Bids must be submitted exclusively through the EPADS v2.0 online portal.
