Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at the LESCO Warehouse in Chichokimallian, Lahore. Issued by the Lahore Electric Supply Company (LESCO), it covers the sale of scrap materials including burnt ACSR rails and other electrical scrap on an 'As is Where is' basis. The disposal process is managed through the E-PADS (Version 2.0) online platform, ensuring transparency and ease of access for interested bidders.
The scope involves lifting and removal of scrap materials from the LESCO stores under strict supervision. Bidders must inspect the scrap during office hours to assess the condition and quantity before submitting their bids. The materials are to be lifted within 21 working days of the Work Order issuance, with penalties applicable for delays. The contractor is responsible for all transportation, labor, and safety compliance, including providing PPE to workers. No sub-contracting is allowed, and confidentiality of LESCO's information must be maintained throughout the contract period.
Bidders should be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bid security must be furnished in the form of a Call Deposit Receipt or Bank Guarantee from approved banks, valid for 30 days beyond bid validity. The tender follows the Single Stage One Envelope bidding procedure under PPRA Rules 2004, with bid validity of 120 days.
Submission deadline is **April 2, 2026**, with bid opening at 12:30 PM. Bids must be submitted online via E-PADS, while original bid security must be physically delivered to the office of Chief Engineer (Material Management), LESCO HQ, 22-A Queens Road, Lahore. The process is governed by LESCO's policies including blacklisting and dispute resolution through the GRC Committee.
Pro-Tip: Make sure to submit the original bid security in time to avoid disqualification, and carefully review the penalty clauses related to lifting delays. Also, verify the latest tax and duty rates applicable to your bid to avoid unexpected costs.
