Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Stores in Shalamar and Pattoki, Lahore. The Lahore Electric Supply Company (LESCO) requires firms to submit electronic bids via the E-PADS platform for two lots of scrap meters, both single phase and three phase, broken and non-PC types. The total quantity includes 50,000 kg for Lot 1 and 5,000 kg for Lot 2, with bid securities fixed at PKR 650,000 and PKR 200,000 respectively. The disposal is strictly on an 'As is Where is' basis, and bidders are encouraged to inspect the materials during office hours to assess condition and quantity.
The work involves lifting and removal of scrap materials from LESCO stores under strict supervision and compliance with safety protocols. Contractors must arrange their own transportation and labor, ensuring all personnel are equipped with necessary personal protective equipment. The lifting period is 21 working days from the issuance of the Work Order. Sub-contracting is prohibited, and penalties apply for delays in lifting. The contract requires full payment within 21 working days of the Letter of Acceptance. Bidders must comply with all applicable laws, including tax obligations and environmental safety regulations.
Bidders should hold a valid FBR registration with an active tax status and must submit affidavits confirming no blacklisting and compliance with public health and safety standards. The tender follows the Single Stage One Envelope bidding procedure under PPRA Rules 2004, amended to date. Bid security must be submitted in acceptable forms such as Call Deposit Receipt or Bank Guarantee from scheduled banks. The bid validity period is 120 days from the opening date.
Submission deadline is on the 1st of April 2026, with bid opening scheduled at 10:30 AM at LESCO Headquarters, 22-A Queens Road, Lahore. Bidders must submit original bid security physically before the bid opening time. The office of the Chief Engineer (Material Management) at LESCO HQ is the point of contact for submissions and inquiries.

Also, carefully prepare the bid security on non-judicial stamp paper of Rs. 500 as required, since any deviation may lead to rejection.
