Tender Document
Tender Description
This tender invites bids for the disposal of unserviceable and scrap materials located at LESCO's Regional Stores in Lahore, including Shalamar, Walon Sohail, and the Chief IT Directorate. The scope covers various scrap items such as single phase and three-phase meters, static meter scrap, plastic covers, cardboard, and paper wastage. Bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids. The disposal will be conducted on an 'As is Where is' basis, requiring bidders to arrange their own lifting, transportation, and labor at their own cost while adhering to safety protocols and providing necessary PPE.
The tender follows a single stage one envelope bidding procedure under PPRA Rules 2004, amended to date, and bids must be submitted electronically via the E-PADS platform. Bid security is mandatory for each lot and must be submitted in original form before bid opening. The successful bidder will be required to lift the scrap within 21 working days of the work order issuance, with penalties applicable for delays. Subcontracting is strictly prohibited, and bidders must comply with all applicable laws, including public health, safety, and environmental protection regulations.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with safety and environmental standards. The tender emphasizes the importance of PEC category compliance and FBR/ATL status for the fiscal year 2025-26. It is advisable to ensure all documentation, including bid security and affidavits, are complete and valid to avoid disqualification.
The submission deadline is on the 31st of March, 2026, with bid opening scheduled shortly after at 10:30 AM. Bids must be submitted online via E-PADS, while original bid securities must be delivered physically to the Chief Engineer (Material Management) at LESCO Headquarters, 22-A Queens Road, Lahore.
Pro-Tip: Carefully review the bid security requirements and ensure submission on non-judicial stamp paper of Rs. 500/- as specified. Missing or incorrect bid security documentation is a common cause for bid rejection. Also, verify the latest amendments on the E-PADS platform before submission to avoid missing critical addenda.
