Tender Description
This tender invites bids for the supply of 15,000 Earthing Units 10 Feet (Earth Rod with Accessories) for Hyderabad Electric Supply Company (HESCO) in Hyderabad, Sindh. The procurement falls under the Power, Electrical & Solar Equipment category and is planned for the financial year 2025-26. The goods must comply with NTDC Specification No. P-111-76 (amended to date) and will be delivered on a Free Consignee Stores (FCS) basis to Regional Store HESCO Hyderabad, MCPL Workshop Jamshoro, and Nawabshah. The supplier is responsible for unloading the goods at the consignee locations.
The scope includes manufacturing and supplying earth rods with accessories that meet stringent technical specifications. The supplier must ensure prototype approval from the Chief Engineer (S&S) NTDC if applicable, and testing may be conducted at approved labs including HV&SC Lab Rawat or international labs like KEMA Holland. Delivery is required within 90 days from the purchase order date. The tender follows a single stage one envelope procedure under Public Procurement Rule 36(a). Bidders must be registered manufacturers or suppliers prequalified with HESCO or DISCOs, registered with FBR, and on the Active Taxpayers List.
Bidders should have a minimum of two similar contracts completed in the last five years and demonstrate adequate manufacturing capacity. A bid security of PKR 600,000 is required. The performance security will be 5% of the total contract price. The warranty period is 12 months from the date of supply completion, with the supplier responsible for repair or replacement of defective goods at their cost. Liquidated damages of 2% per month up to 10% of the contract price apply for delivery delays.
Submission deadline is on the 11th of February, 2026 at 11:00 a.m., with bid opening at 11:30 a.m. Bids must be submitted electronically on EPADS and a hard copy delivered to Manager Material Management, Room No. 237, 2nd Floor, Wapda Offices Complex, Hussainabad, Hyderabad. The payment will be made within 30 days after submission of required documents including inspection certificates and invoices.
