Tender Description
This tender invites qualified consultants in Karachi to conduct a feasibility study, detailed design, and cost estimation for the Kathore Interchange at M-9, the termination point of the Shahrah-e-Bhutto Project. Issued by the Local Government & Housing Town Planning Department, Government of Sindh, this consultancy assignment focuses on traffic management and infrastructure enhancement for a critical junction on the Karachi-Hyderabad Motorway.
The consultant will undertake comprehensive surveys including topographic, hydrological, geotechnical, and reconnaissance to collect baseline data. A detailed traffic assessment will analyze current and projected flows, integrating the expressway with M-9 infrastructure. The scope includes developing an optimal geometric design prioritizing safety and environmental mitigation, preparing detailed engineering designs, bills of quantities, and cost estimates aligned with National Highway Authority standards. The project site is in Karachi, where the existing single-carriageway interchange causes congestion and bottlenecks, threatening the expressway's operational efficiency and revenue.
Bidders must be registered with the Pakistan Engineering Council as consulting engineers, be on the Active Taxpayer List of the FBR, and have completed at least two relevant highway or interchange design projects in the last seven years. PEC category and FBR compliance are critical, and bidders should ensure their technical proposals meet the minimum qualifying score of 75 points. The financial proposal must include all applicable taxes and be submitted in PKR. Bid security of PKR 1,500,000 is required, with original submission by the deadline.
The submission deadline is 2nd February 2026 at 14:30 hours, with technical proposals opened at 15:00 hours the same day at the Local Government Department office in Gulshan-e-Iqbal, Karachi. Bids must be submitted electronically via the Sindh PPRA EPADS portal, with original bid security delivered physically. The contract is expected to commence by 20th March 2026, with a two-month duration.
