Tender Description
This tender invites bids for the indigenous development of five 4500-liter capacity fuel bowzers by the Directorate General Research and Development Establishment (DGRDE) in Rawalpindi. The project emphasizes maximizing the use of local resources and materials, with imports allowed only when absolutely necessary. The scope includes manufacturing and development of specialized fuel bowzers suitable for military and research applications, ensuring high quality and durability.
The work involves in-house manufacturing capabilities to meet technical specifications outlined by DGRDE. Bidders must demonstrate experience with national or armed forces projects and provide detailed cost breakdowns including OEM registration numbers. The site location in Rawalpindi requires adherence to strict engineering standards and compliance with military-grade quality assurance. The project demands precision in design and fabrication to meet operational requirements under varied conditions.
Bidders should be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). It is advisable to have a valid PEC category relevant to manufacturing and development projects. Firms must submit Earnest Money as per the prescribed rates and ensure all documentation, including tax certificates and registration letters, are attached. The financial offer must be inclusive of all taxes and duties for the fiscal year 2025-26.
The submission deadline for the first stage technical bids is set for 11:00 AM on 17 February 2026 at the DGRDE office located on Abid Majeed Road, Rawalpindi. The second stage financial bid opening will be communicated separately to qualified bidders. Bidders should prepare sealed bids following the two-stage two-envelope procedure as per PPRA rules.
Pro-Tip: Make sure to attend the tender conference on 9 February 2026 at DGRDE to clarify any technical or procedural queries. Also, carefully review the bid security requirements and ensure the Earnest Money is submitted in the correct form to avoid disqualification.
