Tender Description
This tender invites bids for the installation of 100Mbps dedicated internet connections at two ISMO sites located in H-8/1 Islamabad and Jamshoro Sindh. The Independent System and Market Operator (ISMO) requires reliable fiber optic or wireless internet links with 8 static IP pools at each site, including supply, installation, and testing of all necessary equipment without additional charges. The project demands a scalable solution capable of upgrading to 500Mbps when required, ensuring minimal downtime through backup or alternate ring connections.
The scope covers delivery and installation within 45 days from the issuance of the purchase order. Bidders must be registered companies with at least five years of relevant experience in IT equipment and services, active on the FBR Active Taxpayers List, and compliant with all tax and legal requirements. The technical bid will be evaluated on company profile, solution scalability, past projects, and qualified staff, with a minimum technical score of 70% required to proceed to financial bid opening.
Bidders should ensure compliance with PEC categories relevant to IT equipment and services, maintain valid FBR registration, and meet all 2025-26 fiscal year requirements including GST and income tax obligations. Affidavits on legal stamp paper confirming no blacklisting and adherence to ISMO's SOPs are mandatory. The bid validity period is 120 days, and bid security of 5% of the quoted value must be submitted.
The submission deadline is set for 01 April 2026 at 11:00 AM, with technical bids opening at 11:30 AM on the same day at the ISMO office, Pitras Bukhari Road, H-8/1, Islamabad. Financial bids of technically qualified bidders will be opened later, with dates communicated accordingly. All bids must be submitted electronically via the PPRA online portal, with original bid security delivered physically to the ISMO office.
Pro-Tip: Carefully review the bid security submission requirements and ensure the original Call Deposit Receipt reaches the ISMO office before the deadline to avoid disqualification. Also, verify that your technical bid does not disclose any financial information, as this will lead to outright rejection.
