Tender Description
This tender invites bids for the installation of an 8KW hybrid solar power system along with 42 solar street lights, each with a minimum 12-hour backup, at the National Disaster Management Authority warehouse in Sector H-11, Islamabad. The project aims to ensure uninterrupted power supply for security lighting, office appliances, and CCTV cameras during night hours. The system includes high-efficiency bifacial N-type solar panels, hybrid inverters, lithium iron phosphate batteries, and robust mounting structures designed to withstand local climatic conditions and wind loads up to 150 km/h.
The scope covers supply, installation, testing, and commissioning of the solar PV system and street lights, including all accessories such as cabling, earthing, lightning protection, and remote monitoring features. The technical specifications demand compliance with IEC and ISO standards, ensuring durability and performance with warranties ranging from 2 to 25 years depending on the component. The installation site in Islamabad requires careful engineering to accommodate fixed tilt mounting and ensure system reliability under local environmental factors.
Bidders must be registered with PEC, appear on the Active Taxpayer List (ATL) of the Federal Board of Revenue, and provide mandatory documents including bid security, proof of registration, affidavits against blacklisting, and after-sales service commitments. The tender follows the Public Procurement Rules 2004 and e-Pak Procurement Regulations 2023. The bid validity period is 90 days, and the bid security is set at PKR 200,000. The performance security required is 10% of the contract price, payable within 5 working days after purchase order issuance.
Submission deadline is on the 15th of January, 2026 at 1100 hours, with bid opening at 1130 hours the same day at NDMA Headquarters, Islamabad. Bids must be submitted online via the e-procurement system (EPADS) with hard copies of bid security and documents delivered physically before the deadline. The evaluation will be based on least cost selection after technical compliance.
Pro-Tip: Ensure all mandatory documents, especially the notarized affidavits and ATL certificates, are complete and submitted timely. Missing or incomplete documentation is a common cause of disqualification. Also, verify the bid security form and delivery of its hard copy to avoid rejection. Check the detailed technical specifications carefully to align your proposal with the required IEC standards and warranty terms.
