Tender Description
The National Disaster Management Authority (NDMA), Islamabad, invites bids for the installation of an 8KW hybrid solar power system along with 42 solar street lights, all designed to provide 12 hours of backup. This project is located at NDMA's warehouse in Sector H-11, Islamabad, covering a 7-acre site. The scope includes supply, installation, testing, and commissioning of Tier I bifacial N-type mono-crystalline solar panels, a single-phase hybrid inverter, lithium battery bank, and high-efficiency solar LED street lights. The system is off-grid, designed to ensure uninterrupted power for security lighting, office appliances, and CCTV backup.
The technical specifications demand compliance with IEC and ISO standards, with solar panels offering 610W each and a minimum 20% efficiency. The inverter must support multiple MPPT trackers with high efficiency and smart monitoring features. The battery bank is lithium-based with a 40 kWh capacity and a minimum 6000 cycle life. Installation includes robust mounting structures, cabling, earthing, and lightning protection. The solar street lights are weatherproof with automatic dusk-to-dawn operation and a minimum 12-hour backup.
Bidders must be registered with PEC, appear on the Active Taxpayer List (ATL), and comply with FBR requirements for FY 2025-26. PEC registration and ATL status are mandatory, and firms must provide an affidavit confirming no blacklisting and commitment to after-sales service for one year. The bid security is PKR 200,000 in the form of a pay order or demand draft. The performance security will be 10% of the contract price.
Submission deadline is 17th March 2026 at 1100 hours, with bid opening at 1130 hours the same day at NDMA Headquarters, Main Murree Road, Islamabad. Bids must be submitted online via EPADS with hard copies of bid security and documents delivered physically before the deadline. The evaluation will follow Least Cost Based Selection (LCBS) criteria.
