Tender Description
This tender invites qualified consultancy firms to provide specialized ISO 9001:2015 certification services for the Ministry of Climate Change & Environmental Coordination (MoCC&EC) in Islamabad. The procurement focuses on establishing, developing, and implementing a Quality Management System (QMS) aligned with international standards to enhance operational efficiency and process standardization within the Ministry.
The scope includes comprehensive gap analysis, training of selected officers, development and configuration of a state-of-the-art QMS, internal auditing, and support during external certification audits. The consultancy team must have expertise in ISO 9001 implementation across all MoCC&EC wings including Administration, Climate Change, International Cooperation, Climate Finance, and Forestry. The project duration is four months from contract signing, with deliverables structured around training, documentation, audits, and certification support.
Bidders must be registered with SECP or Registrar of Firms, possess active tax status, and hold updated ISO 9001:2015 certification. The firm should have 8-10 years of experience with at least 150 ISO consulting assignments, including 15 in federal government entities. Key professionals must meet strict qualification and experience criteria, including lead auditor training and extensive consultancy records. Compliance with PEC categories is not applicable as this is a consultancy service, but firms must be on the FBR Active Taxpayers List (ATL) for 2025-26.
Proposals must be submitted electronically via the E-PADS portal by 11:00 AM on **March 9, 2026**, with technical and financial proposals submitted together. The opening of proposals will occur at 11:30 AM the same day at the MoCC&EC office, 2nd Floor, Committee Room, LG&RD Complex, Islamabad. Hard copies of proposals and tender fee receipts must also be delivered by the deadline. The Ministry reserves the right to accept or reject any proposal per PPRA rules.
