Tender Description
This tender invites bids for the supply, installation, configuration, and commissioning of comprehensive IT equipment to support the Prime Minister's National Program for Prevention and Control of Diabetes Mellitus in Islamabad. The Ministry of National Health Services, Regulations & Coordination (M/O NHSR&C) requires high-quality laptops, all-in-one computers, scanners, NAS storage, tablets, interactive smart boards, printers, USB drives, HDMI cables, and LED TVs to enhance operational efficiency and digital data management across Islamabad, Azad Jammu & Kashmir, and Gilgit-Baltistan regions.
The scope includes delivery of energy-efficient, internationally compliant IT hardware with local warranty support and training for Ministry personnel. The equipment will facilitate the establishment of the National Diabetes Registry, Management Information System, and digital monitoring systems. Vendors must ensure seamless installation and provide post-deployment support with a dedicated technical focal person for coordination. The procurement follows the Public Procurement Rules and requires bidders to submit technical and financial bids separately through EPADS.
Bidders must be registered with FBR, possess manufacturer or authorized distributor status, and demonstrate financial strength with an average turnover of PKR 800 million over the last three years. Compliance with technical specifications and eligibility criteria is mandatory. The tender requires a 2% bid security in the form of a pay order or CDR. PEC registration is not applicable, but bidders must be active taxpayers and not blacklisted. The contract duration is expected to be two months with delivery and installation within 10 days of purchase order issuance.
The submission deadline is **29th January 2026 at 10:00 AM**, with bid opening at 10:30 AM the same day at the Ministry's Committee Room in Islamabad. Bids must be submitted in sealed envelopes by courier or hand delivery to the Project Director, Prime Minister's Program for Prevention & Control of Diabetes Mellitus, M/O NHSR&C, 3rd Floor Kohsar Block, Secretariat Islamabad.
Pro-Tip: Ensure your bid includes the required 2% Earnest Money in the Financial Bid and an affidavit in the Technical Bid confirming this. Missing or incorrect bid security is a common cause for rejection. Also, verify the OEM authorization letters carefully to avoid disqualification during technical evaluation.
