Tender Description
This tender invites bids for the supply of Maida Fine Bread Flour to the Pakistan International Airlines Flight Kitchen in Karachi for the fiscal year 2026-27. The procurement is managed by the Supply Chain Management Department of PIACL and requires vendors to submit their bids electronically through the EPADS system. The tender covers an annual quantity of 72,000 kg of bread flour, with deliveries to be made on an as-and-when-required basis to the Karachi Flight Kitchen and other specified stations. The scope includes strict adherence to quality standards, including ISO-22000 or HACCP certification and wheat flour analysis reports from recognized laboratories such as PSQCA or PCSIR.
The supply involves maintaining hygienic standards during delivery, with supplier staff required to wear clean uniforms and deliver goods in hygienic packaging. The tender process follows a single stage two envelope system where technical proposals are opened first, followed by financial proposals of technically qualified bidders. Earnest money and security deposits are mandatory for local bidders, and the contract includes clauses for penalties on late delivery and risk purchase in case of non-compliance. The contract duration is one year with possible extensions and includes provisions for price stability and tax compliance.
Bidders must be registered with the Sales Tax Authorities and provide valid GST and NTN certificates. The tender emphasizes compliance with PEC categories and FBR/ATL status, advising bidders to ensure all documentation is current and valid for the 2025-26 financial year. The tender also requires submission of quality samples and technical literature along with the bid. Payment terms are NET 30 days, and prices must be firm and inclusive of all applicable taxes except GST, which should be shown separately.
The submission deadline is on the 2nd of February 2026 at 10:30 AM, with bid opening at 11:00 AM on the same day at the PIACL Supply Chain Management Department Building, Karachi Airport. Bids must be submitted electronically via EPADS, with original bid security instruments submitted physically before the deadline. Manual bids without EPADS submission are not accepted. The physical address for submission is the 1st Floor, Supply Chain Management Department Building, PIACL Head Office, Karachi Airport 75200.
Pro-Tip: Ensure to carefully prepare the two separate sealed envelopes for technical and financial proposals, properly labeled with the tender reference number. Also, verify the Earnest Money Pay Order details are correctly marked on the back with company name, tender number, and date to avoid disqualification. Missing or incorrect documentation is a common reason for rejection, so double-check all requirements before submission.
