Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) and renewed for the 2025-26 financial year to undertake maintenance, repair, transportation, erection, stringing, and construction works related to 132KV grid stations and residential flats in Faisalabad and Sargodha. The scope includes upkeep of E-5 and E-4 residences, shifting and erection of 132KV double circuit transmission lines, and construction of Category IV and V residential flats with allied civil works at the Sabzi Mandi Grid Station in Sargodha. These projects demand expertise in electrical and civil engineering, with attention to site-specific challenges such as grid station safety and residential structural integrity in urban settings.
Bidders must hold PEC registration with relevant specialization codes (CE-10, EE-05, C5, C6) and demonstrate a minimum turnover and experience in similar contracts awarded by WAPDA, NTDC, or DISCOs. Compliance with tax regulations is mandatory, including active tax payer list (ATL) status and sales tax registration with Punjab Revenue Authority. Financial stability is required, with proof of average annual turnover and cash equivalents equal to 10% of the contract value. Bid security of 5% of the BOQ amount must be submitted both online and physically before the bid opening.
The tender process follows the PPRA Rules-2004 (amended), using a single stage, single envelope bidding procedure via the E-PADS platform. Bids will be opened at the Project Director GSC FESCO office in Faisalabad on 23rd January 2026 at 11:30 AM, with financial bids opened at 1:30 PM. Original bid securities must be submitted one day prior to bid opening to avoid disqualification.
Interested contractors should prepare their technical and financial bids carefully, ensuring all pages are signed and stamped, and that the tender documents are complete and properly numbered. The office address for submission and bid opening is the Project Director GSC FESCO, Faisalabad.
Pro-Tip: Make sure to submit the original bid security instrument physically before the online deadline, as failure to do so will result in bid rejection regardless of online submission. Also, verify your PEC specialization codes and ATL status well in advance to avoid last-minute disqualification.
