Tender Description

This tender invites qualified contractors in Umerkot to participate in the Maintenance and Repair Program 2025-26 for primary and secondary schools at GBPS - Sahebeen Jo Kot, Taluka Umerkot. The Education Works Division Umerkot requires comprehensive civil and sanitary repair works including dismantling, brickwork, concrete, roofing, plumbing, and finishing. The scope covers structural repairs, water supply, sanitary fittings, and electrical works to ensure functional and safe school environments across the district. The works involve detailed civil construction activities such as reinforced concrete, brick masonry, tile roofing, and finishing with marble and glazed tiles. Plumbing includes installation of water supply systems, sanitary fixtures, and water pumping sets. The site is located in Umerkot, Sindh, where contractors must consider local climatic and soil conditions. The program demands adherence to engineering standards and timely execution within a 4-month completion period from the written order. Bidders must be registered with the Pakistan Engineering Council (PEC) in the appropriate category and hold active NTN and Sindh Revenue Board registrations. Compliance with FBR/ATL requirements and submission of a valid Call Deposit Receipt (CDR) as bid security is mandatory. The tender requires a minimum PEC category registration for works between Rs. 2.5 million to Rs. 50 million. Contractors should ensure their financial and technical capabilities meet the evaluation criteria, including ongoing and completed similar works, machinery availability, and qualified technical staff. The submission deadline is set for 03 March 2026 at 09:30 AM, with bid opening at 10:00 AM the same day at the office of the Executive Engineer, Education Works Division Umerkot, near GBHS No.01. Bids must be submitted in sealed envelopes as per the instructions. The contract includes a performance security of 8% and bid security of 5% of the tender amount. Liquidated damages of 1% per day apply for delays. Pro-Tip: Ensure all mandatory documents including PEC registration, tax certificates, CNIC copies, and bid security are complete and properly sequenced in the technical proposal. Missing documents often lead to disqualification regardless of technical merit. Also, carefully review the bid security and performance security requirements to avoid common pitfalls during submission.
