Tender Description
This tender invites qualified firms to undertake various civil and mechanical works at HIT Taxila, PAC Kamra, and CMES Chaklala in Rawalpindi. The Military Engineer Service requires contractors to perform tasks including parking provision, bridge crane installation, overhead crane setup, dust proofing, office renovations, external services upgrades, tube well installation, tensile shed provision, hard standing construction, vehicle repair, and other related works. These projects involve a mix of structural, mechanical, and plumbing tasks requiring expertise in construction and engineering disciplines.
The works are spread across multiple sites in Rawalpindi, each with unique engineering challenges such as foundation construction for heavy machinery, refurbishment of office blocks, and installation of mechanical equipment. Contractors must demonstrate experience in electrical, mechanical, and plumbing works, supported by relevant PEC registration and past project documentation. The scope demands careful coordination and adherence to technical specifications to ensure timely and quality completion.
Applicants must be enlisted with PEC in categories C-2, C-3, or C-4 valid until June 2026, and preferably with MES in categories A, B, or C. Non-enlisted firms must provide a 2% refundable bid security. Pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi is mandatory. Firms should have no outstanding DI&E reports or recoveries. Compliance with FBR/ATL requirements for the fiscal year 2025-26 is advised to avoid disqualification.
The submission deadline is set for 03 March 2026 at 13:30 hours, with bid opening at 12:00 hours the same day. Bids must be submitted physically at HQ DW&CE (DP) GHQ Rawalpindi near Gate No.7. Incomplete applications will be rejected, and the accepting office reserves the right to reject any or all bids under PRA rules 2004.
Pro-Tip: Ensure your Technical Bid includes a complete list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Also, double-check the bid security format and validity to avoid common pitfalls that lead to disqualification.
