Tender Description
This tender invites qualified vendors to establish the National Terminal Operating System (NTOS) at three key border terminals: Taftan, Gabd, and Sost. Issued by the National Logistics Corporation (NLC) in Rawalpindi, the procurement covers IT infrastructure equipment including servers, switches, firewalls, smart racks, and associated civil works. The scope includes supply, installation, testing, and commissioning of hardware and passive infrastructure such as optical fiber cables, network cabinets, and cooling units.
The project is divided into two lots: Lot 1 focuses on servers, switches, and firewalls, requiring high-performance enterprise-grade equipment with detailed technical specifications. Lot 2 covers smart racks, passive works including civil renovation of IT rooms, installation of power distribution boards, biometric devices, CCTV systems, and user-end equipment like laptops, printers, scanners, and IP phones. The sites demand robust engineering solutions to ensure operational reliability in border terminal environments, including power backup, earthing systems, and environmental monitoring.
Bidders must comply with strict eligibility criteria including OEM authorization, financial capability, and prior experience with similar turnkey projects. Compliance with PEC categories and FBR/ATL registration is essential, along with adherence to the 2025-26 fiscal year requirements. The tender mandates submission of earnest money in the form of bid security and tender fee, with a validity period of 90 days. Performance bank guarantees and warranty support are also required.
Submission deadline is **23 March 2026** by 23:59:59 hours at the HQ NLC office, Harding Road, Rawalpindi. Technical and financial bids must be submitted in separate sealed envelopes. The tender opening will occur at the same venue as per the advertised schedule.
Pro-Tip: Ensure your bid includes all required technical data sheets and OEM authorization letters. Pay special attention to the stamp duty requirements under the Stamp Duty Act 1899, as non-compliance can lead to bid rejection. Also, conduct the pre-bid site survey and attend the pre-bid meeting scheduled for 16 March 2026 to clarify any technical queries.
