The National Highway Authority invites bids for the operation, management and maintenance of multiple service and rest areas located on various national highways. Contracts will be awarded on an advance net guaranteed revenue basis for a period of five years, with each site treated as a separate contract. Operators must hold a valid PEC License in Category 0-3 or above and be registered with EPADS (PPRA). Bidding documents are available from the NHA headquarters in Islamabad and can be downloaded free of cost from the official NHA website. A pre-bid meeting is scheduled before the submission deadline. Bids must be submitted separately for each site by January 6, 2026, at 1100 hours in the NHA Auditorium, Islamabad, with technical bids opened the same day at 1130 hours.
