Tender Description
This tender invites qualified contractors in Karachi for the improvement and rehabilitation of Rashid Minhas Road, a key traffic corridor from Drigh Road (Shahrah-e-Faisal) to Shahrah-e-Usman 4-K Chowrangi via Nagan Chowrangi. The scope includes dismantling existing asphalt and concrete surfaces, earth excavation, cold milling, aggregate base course laying, asphalt concrete wearing course, and ancillary works such as paving blocks and sewerage repairs. The project demands expertise in road construction with a focus on quality materials and adherence to engineering standards.
Contractors must be registered with the Pakistan Engineering Council (PEC) in relevant categories and possess valid tax registrations including NTN and Sindh Revenue Board (SRB) active taxpayer status. The project requires a minimum PEC category C1 registration and a proven track record of similar large-scale road works. Financial stability is essential, with a minimum average annual turnover aligned with the project cost and adequate cash flow and credit facilities. The contractor must also demonstrate availability of key construction equipment and qualified technical staff including project managers, engineers, and site supervisors.
Bidders should prepare a detailed construction schedule, method statements, and organizational charts as part of their technical proposal. Compliance with the Sindh Public Procurement Rules 2010 and submission of an Integrity Pact are mandatory. The bid security is set at 5% of the estimated cost, and mobilization advance of up to 10% of the contract price will be provided against a bank guarantee.
