Tender Description
This tender invites bids for the Special Maintenance and Repair of the road from Gharo-Sakro road mile 7/0 (Lait Stop) to village Gudharo Farm road mile 2/2 extending to Sindh Greenfield International Farm road mile 0/0-0/5, covering a total length of 1.00 KM including masonry structures in Thatta under the Works and Services Department, Highway Division Thatta. The project falls under the categories of Road & Infrastructure Works & Materials and Construction & Civil Works Materials, reflecting the scope of road rehabilitation and associated structural repairs.
The scope includes earthworks, sub-grade preparation, embankment construction, base and sub-base course laying with stone metal, surface dressing with bitumen, asphalt concrete laying, thermoplastic pavement marking, and installation of signage. Additionally, masonry structures such as RCC slab culverts and bridges are to be constructed with detailed specifications for excavation, concrete works, reinforcement, and pointing. The site is located in Thatta, Sindh, and the works are to be completed within 120 days from the commencement date. The project requires adherence to departmental specifications and involves engineering challenges related to earthworks, drainage, and structural integrity in a rural road environment.
Bidders must be licensed by the Pakistan Engineering Council in the appropriate category and comply with all statutory requirements including PEC registration and FBR/ATL status for the financial year 2025-26. The tender requires submission of earnest money in the form of a bid security amounting to PKR 1,440,000 or 5% of the bid price. The contract includes provisions for mobilization advance, secured advance on materials, and retention money. Compliance with the Integrity Pact is mandatory for contracts exceeding PKR 10 million.
The submission deadline is set for 10:00 AM on 31st March 2026, with bid opening scheduled at 11:00 AM the same day at the office of the Executive Engineer, Highway Division, Works & Services Department, Thatta. Bids must be submitted in sealed envelopes as per the Single Stage Two Envelopes procedure. The physical address for submission and opening is the office of the Executive Engineer, Highway Division, Thatta @ Makli.
Pro-Tip: Ensure to carefully review the bid security requirements and the detailed specifications for masonry structures, as these are often areas where bidders miss critical compliance points. Also, verify the PEC category and FBR/ATL status early to avoid disqualification. Check the newspaper advertisement for any specific stamp duty or documentation requirements that may not be explicitly stated in the tender documents.
