Tender Description
This tender invites bids for extensive road reconditioning and blacktopping projects along with RCC bridge construction in District Bagh, Azad Jammu & Kashmir, under the Public Works Department Highways Division Bagh. The scope includes reconditioning of main roads totaling approximately 40 kilometers and construction of two RCC bridges with 15-meter spans. The works are critical for improving connectivity and infrastructure resilience in the region.
The projects involve high-quality civil engineering works including road surface rehabilitation, blacktopping, and bridge construction using reinforced cement concrete. The roads span various locations such as Women University to Dhondar Sudhengali, Chitra Beri Baari to Rawalakot, and several main roads within Bagh district. The engineering challenges include terrain adaptation and ensuring durability over a 730-day completion period. Contractors must be licensed by the Pakistan Engineering Council with relevant PEC categories (C-4 and C-5) and have endorsement from the C&W Department AJK.
Bidders should ensure compliance with PEC registration for the 2025-26 financial year and maintain an active FBR ATL status. The tender requires submission of earnest money in the form of Call Deposit Receipt (CDR) as specified. Firms must be free from blacklisting and provide scanned bank receipts as proof of bid security deposit. The tender follows AJK PPRA rules and emphasizes electronic bidding with strict adherence to document submission timelines.
The submission deadline is set for 16th February 2026 at 11:30 AM, with bid opening scheduled simultaneously. Bidders must submit their electronic bids via the designated e-bidding system and upload all required documents including technical profiles in PDF format. Hard copies of original bank receipts and bidding documents must be submitted within 48 hours after bid opening to the Executive Engineer PWD Highways Division Bagh office.
Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty and bid security requirements, as these are commonly overlooked and can lead to disqualification. Also, ensure timely registration on the IT Section portal to avoid last-minute technical issues during e-bidding.
