Tender Description
This tender invites bids from qualified contractors for two major road infrastructure projects in Bagh, Azad Jammu & Kashmir under the Communication & Works Department, Highways Division. The first project involves reconditioning the main road from Shont Chowk to Kopra Road, covering a length of 10 km. The second project is the construction of a 1200 ft span suspension bridge at Chattar Dharry over Nullah Mahal. Both projects require experienced firms with PEC Category C-4 and above, ensuring high standards in civil engineering and construction.
The works demand robust engineering solutions to address pavement drainage, retaining structures, and bridge construction challenges in the hilly terrain of Bagh. Contractors must be licensed by the Pakistan Engineering Council and comply with the 2025-26 endorsement requirements. The projects emphasize quality materials and adherence to technical specifications to ensure durability and safety in this seismic-prone region.
Bidders should ensure their firms are active on the FBR Active Taxpayers List (ATL) and meet all regulatory compliances for the fiscal year 2025-26. Submission of earnest money in the form of bid security is mandatory, with amounts specified for each project. The tender process follows the Single Stage-Two Envelope E-Bidding System, requiring electronic submission of technical and financial bids through the department's e-bidding portal.
The deadline for bid submission is 16th February 2026 at 11:00 AM, with technical bids opening immediately thereafter. Bidders must upload scanned copies of bank receipts for bid security and submit signed hard copies of technical and financial documents to the Executive Engineer PWD Highways Division Bagh office. The office is located at Block H, DHQ Muzaffarabad, where bidders can also obtain detailed drawings and documents.
Pro-Tip: Carefully review the bid security requirements and ensure the Call Deposit Receipt (CDR) is correctly issued to avoid disqualification. Also, attend the pre-bid meeting scheduled for 9th February 2026 to clarify any technical queries and avoid common pitfalls in the e-bidding process.
