Tender Description
This tender invites qualified service providers to deliver specialized remedial therapy services across 346 Federal Directorate of Education (FDE) institutions in Islamabad. The Federal Directorate of Education under the Ministry of Federal Education and Professional Training requires deployment of 63 specialized personnel including remedial therapists, data analysts, and a project team lead to provide evidence-based therapy for students with learning difficulties such as dyslexia and behavioral issues.
The scope includes diagnostic testing, customized remedial therapy delivery, stakeholder collaboration, detailed profile management, and capacity building for sustainability. Therapists will visit schools biweekly, tailoring interventions to individual student needs and aligning content with the FDE curriculum. The project spans 24 months starting January 2026, with rigorous ethical and data governance standards including in-country data processing and appointment of a Data Protection Officer. Compliance with the Dyslexia Special Measures Act, 2022, and certifications from recognized bodies like the International Dyslexia Association are mandatory.
Bidders must ensure all staff meet minimum qualifications and salary standards, maintain confidentiality of sensitive personal health data, and provide comprehensive quarterly and final reports. The tender requires submission of technical and financial proposals via the PPRA e-Procurement portal and hard copies, with bid security and performance guarantees. The contract emphasizes strict adherence to ethical provisions, data security, and quality assurance.
The submission deadline is 10:00 am on 4th February 2026, with bid opening at 10:30 am the same day at the FDE office in Islamabad. Interested bidders should submit proposals online and in hard copy to the Director Academics & QA, Federal Directorate of Education, Rohtas Road, Sector G-9/4, Islamabad. Pre-bid meeting is scheduled for 22nd January 2026 at 10:00 am.
Pro-Tip: Ensure your bid includes all mandatory eligibility documents and certifications, and carefully follow the dual submission process (online and hard copy) to avoid disqualification. Pay special attention to the bid security and performance guarantee requirements, as these are often overlooked but critical for bid acceptance.
